    • The Open Government Data Initiative (OGDI) is an initiative led by Microsoft Public Sector Developer Evangelism teamExternal Link. OGDI uses the Azure Services PlatformExternal Link to make it easier to publish and use a wide variety of public data from government agencies. OGDI is also a free, open source ‘starter kit’ (coming soon) with code that can be used to publish data on the Internet in a Web-friendly format with easy-to-use, open API's. OGDI-based web API’s can be accessed from a variety of client technologies such as Silverlight, Flash, JavaScript, PHP, Python, Ruby, mapping web sites, etc.

      Whether you are a business wishing to use government data, a government developer, or a ‘citizen developer’, these open API's will enable you to build innovative applications, visualizations and mash-ups that empower people through access to government information. This site is built using the OGDI starter kit software assets and provides interactive access to some publicly-available data sets along with sample code and resources for writing applications using the OGDI API's.

    • Microsoft has set up a repository in which government agencies may upload and store their public-facing datasets so that they can be reused by other parties.

      Agency developers can upload their data to this repository, called the Open Government Data Initiative (OGDI), through Microsoft's Azure, the company's cloud-computing offering.

    • Since taking the role of federal chief information officer, Vivek Kundra has urged agencies to make more of their data open to the public in easy-to-use formats. To this end, the General Services Administration, on behalf of Kundra, is setting up a repository of government feeds, to be called Data.gov. Data.gov will both serve as a repository for data and as an index for government data located elsewhere, Kundra told GCN.

      OGDI came about as a way to introduce Azure to the federal information technology community, said Susie Adams, Microsoft Federal chief technology officer. "The government wants to store all this data, what with Kundra talking about Data.gov. We asked if you were to use Azure as data source, [what would you need to do]?"

    • In addition to Microsoft's effort, at least one other company has volunteered to rehost government data for wider use. Amazon is offering to store public-domain datasets for users of its Elastic Compute Cloud service.

    • The Obama administration put large companies on notice that it would be tougher on mergers and attempts to stifle competition, restoring the type of aggressive antitrust enforcement of the 1990s that led to the landmark government case against Microsoft Corp.
    • Among those likely to feel the heat of federal inquiries are technology companies, such as chip maker Intel Corp., Internet giant Google Inc. and longtime tech leader IBM Corp.

    • European regulators today levied a record antitrust fine of $1.45 billion against Intel. Corp. for abusing its position as the world's dominant computer chip maker.

      The fine comes after nearly two years of investigation by the European Commission into allegations that the Santa Clara company offered improper rebates and other discounts to discourage companies from buying microprocessors from its smaller rival, Advanced Micro Devices Inc. Complaints from AMD triggered the case.
    • The fine tops the $1.23-billion fine European regulators levied against Microsoft Corp. last year for abusing its dominant position in computer software.
    • "Intel takes strong exception to this decision. We believe the decision is wrong and ignores the reality of a highly competitive microprocessor marketplace – characterized by constant innovation, improved product performance and lower prices. There has been absolutely zero harm to consumers. Intel will appeal."
    • The European ruling, which had been expected in recent days, comes as the U.S. Federal Trade Commission continues its own antitrust investigation against Intel, which was opened in June 2008. AMD also has sued Intel in federal court.
    • "The relief that the Europeans imposed I think will provide an excellent guide to U.S. enforcers as they try to determine what to do about Intel's exclusionary conduct," Balto said today.

      • The Commission has found that Intel excluded its competitor in two ways:

        1. through illegal loyalty rebates
        2. by paying manufacturers and retailers to restrict the commercialisation of competitors' products.

        These illegal actions were designed to preserve Intel's market share at a time when their only significant rival - AMD - was a growing threat to Intel's position. This threat was widely recognised by both computer manufacturers and in Intel's own internal documents seen by the Commission.

        The computer manufacturers involved are Acer, Dell, HP, Lenovo and NEC. The retailer involved is Media Saturn Holdings, the parent company of Media Markt.

    • Naturally, the Commission favours strong, vigorous price competition, including by dominant firms. However, Intel went beyond normal price competition by giving rebates to computer manufacturers on the condition that they bought all, or almost all, of their CPUs from Intel.

      Intel also made direct payments to a major retailer – Media Markt - on the condition that it stocked only computers with Intel CPUs.

    • Just to give you one example: in one case, a computer manufacturer took up only a small part of an offer by AMD of free CPUs because acceptance of all the free CPUs offered would have led that computer manufacturer to breach the conditions of its agreement with Intel and to lose rebates on all its much more numerous Intel purchases.
    • Intel made direct payments to computer manufacturers to halt or delay the launch of products using their rival's chips, and to limit their distribution once available.

      The Commission has specific, documented examples, of Intel paying other manufacturers to, for example, delay the launch of an AMD-based PC by six months, and to restrict the sales of AMD-based products to certain customers.

    • The Commission Decision contains evidence that Intel went to great lengths to cover-up many of its anti-competitive actions. Many of the conditions mentioned above were not to be found in Intel’s official contracts.

      However, the Commission was able to gather a broad range of evidence demonstrating Intel's illegal conduct through statements from companies, on-site inspections, and formal requests for information.

    • Finally, I would like to draw your attention to Intel's latest global advertising campaign which proposes Intel as the "Sponsors of Tomorrow."

      Their website invites visitors to add their 'vision of tomorrow'. Well, I can give my vision of tomorrow for Intel here and now: "obey the law".

  • This is an uncharacteristically strong press release from DG Competition. I still must read the order, but the description of the evidence is incredible, particularly the finding of concealment of its rebate conditions by Intel.

    • The Commission found that Intel engaged in two specific forms of illegal practice. First, Intel gave wholly or partially hidden rebates to computer manufacturers on condition that they bought all, or almost all, their x86 CPUs from Intel. Intel also made direct payments to a major retailer on condition it stock only computers with Intel x86 CPUs. Such rebates and payments effectively prevented customers - and ultimately consumers - from choosing alternative products. Second, Intel made direct payments to computer manufacturers to halt or delay the launch of specific products containing competitors’ x86 CPUs and to limit the sales channels available to these products.
      • Intel awarded major computer manufacturers rebates on condition that they purchased all or almost all of their supplies, at least in certain defined segments, from Intel:

        • Intel gave rebates to computer manufacturer A from December 2002 to December 2005 conditional on this manufacturer purchasing exclusively Intel CPUs
        • Intel gave rebates to computer manufacturer B from November 2002 to May 2005 conditional on this manufacturer purchasing no less than 95% of its CPU needs for its business desktop computers from Intel (the remaining 5% that computer manufacturer B could purchase from rival chip maker AMD was then subject to further restrictive conditions set out below)
        • Intel gave rebates to computer manufacturer C from October 2002 to November 2005 conditional on this manufacturer purchasing no less than 80% of its CPU needs for its desktop and notebook computers from Intel
        • Intel gave rebates to computer manufacturer D in 2007 conditional on this manufacturer purchasing its CPU needs for its notebook computers exclusively from Intel.
    • Intel structured its pricing policy to ensure that a computer manufacturer which opted to buy AMD CPUs for that part of its needs that was open to competition would consequently lose the rebate (or a large part of it) that Intel provided for the much greater part of its needs for which the computer manufacturer had no choice but to buy from Intel. The computer manufacturer would therefore have to pay Intel a higher price for each of the units supplied for which the computer manufacturer had no alternative but to buy from Intel. In other words, should a computer manufacturer fail to purchase virtually all its x86 CPU requirements from Intel, it would forego the possibility of obtaining a significant rebate on any of its very high volumes of Intel purchases.

      Moreover, in order to be able to compete with the Intel rebates, for the part of the computer manufacturers' supplies that was up for grabs, a competitor that was just as efficient as Intel would have had to offer a price for its CPUs lower than its costs of producing those CPUs, even if the average price of its CPUs was lower than that of Intel.

    • In its decision, the Commission does not object to rebates in themselves but to the conditions Intel attached to those rebates.
    • Furthermore, Intel made payments to major retailer Media Saturn Holding from October 2002 to December 2007 on condition that it exclusively sold Intel-based PCs in all countries in which Media Saturn Holding is active.
    • For example, rival chip manufacturer AMD offered one million free CPUs to one particular computer manufacturer. If the computer manufacturer had accepted all of these, it would have lost Intel's rebate on its many millions of remaining CPU purchases, and would have been worse off overall simply for having accepted this highly competitive offer. In the end, the computer manufacturer took only 160,000 CPUs for free.
      • Intel also interfered directly in the relations between computer manufacturers and AMD. Intel awarded computer manufacturers payments - unrelated to any particular purchases from Intel - on condition that these computer manufacturers postponed or cancelled the launch of specific AMD-based products and/or put restrictions on the distribution of specific AMD-based products. The Commission found that these payments had the potential effect of preventing products for which there was a consumer demand from coming to the market. The Commission found the following specific cases:

        • For the 5% of computer manufacturer B’s business that was not subject to the conditional rebate outlined above, Intel made further payments to computer manufacturer B provided that this manufacturer :
        • sold AMD-based business desktops only to small and medium enterprises
        • sold AMD-based business desktops only via direct distribution channels (as opposed to through distributors) and
        • postponed the launch of its first AMD-based business desktop in Europe by 6 months.
        • Intel made payments to computer manufacturer E provided that this manufacturer postponed the launch of an AMD-based notebook from September 2003 to January 2004.
        • Before the conditional rebate to computer manufacturer D outlined above, Intel made payments to this manufacturer provided that it postponed the launch of AMD-based notebooks from September 2006 to the end of 2006.
    • The Commission obtained proof of the existence of many of the conditions found to be illegal in the antitrust decision even though they were not made explicit in Intel’s contracts. Such proof is based on a broad range of contemporaneous evidence such as e-mails obtained inter alia from unannounced on-site inspections, in responses to formal requests for information and in a number of formal statements made to the Commission by the other companies concerned. In addition, there is evidence that Intel had sought to conceal the conditions associated with its payments.

    • Did the Commission co-operate with the United States on this case?

      The Commission and the United States Federal Trade Commission have kept each other regularly and closely informed on the state of play of their respective Intel investigations. These discussions have been held in a co-operative and friendly atmosphere, and have been substantively fruitful in terms of sharing experiences on issues of common interest.

    • Where does the money go?

      Once final judgment has been delivered in any appeals before the Court of First Instance (CFI) and the Court of Justice, the money goes into the EU’s central budget, thus reducing the contributions that Member States pay to the EU.

      Does Intel have to pay the fine if it appeals to the European Court of First Instance (CFI)?

      Yes. In case of appeals to the CFI, it is normal practice that the fine is paid into a blocked bank account pending the final outcome of the appeals process. Any fine that is provisionally paid will produce interest based on the interest rate applied by the European Central Bank to its main refinancing operations. In exceptional circumstances, companies may be allowed to cover the amount of the fine by a bank guarantee at a higher interest rate.

      What percentage of Intel's turnover does the fine represent?

      The fine represents 4.15 % of Intel's turnover in 2008. This is less than half the allowable maximum, which is 10% of a company's annual turnover.

    • How long is the Decision?

      The Decision is 542 pages long.

      When is the Decision going to be published?

      The Decision in English (the official language version of the Decision) will be made available as soon as possible on DG Competition’s website (once relevant business secrets have been taken out). French and German translations will also be made available on DG Competition’s website in due course. A summary of the Decision will be published in the EU's Official Journal L series in all languages (once the translations are available).

But we couldn’t help notice the timing: Two days after the DOJ’s new antitrust head, Christine Varney, publicly repudiates her predecessors by pledging to ramp up enforcement on so-called “single-firm” monopolistic behavior, the European Union takes a sledgehammer to Intel Corp., fining it $1.45 billion for alleged monopolistic activity. The fine is the largest ever assessed for monopoly abuse.     • John Pheasant, an antitrust practitioner at Hogan & Hartson in London and Brussels, told the Law Blog that some of the evidence does “not look very good for Intel,” adding that “if the facts are there, this type of conduct is more likely to be regarded as abusive if practiced by a dominant company. . . .”
    • On Varney’s statement from earlier this week, Kroes said the Justice Department’s stance gave her a “huge positive feeling. The more competition authorities joining us in our competition philosophy, the better it is.”

"By releasing a new service pack for Office that includes support for the open document format (ODF), Microsoft appears to be complying with European demands that it play well with others, while putting to rest accusations by IBM that it is still trying to maintain a monopoly over document formats. But forgive IBM for failing to cheer an apparent victory in its long-running document format war with Microsoft; IBM is busy attempting to snatch defeat from the jaws of victory, probably because it’s now run out of excuses for failing to capture significant market share against Word and Excel....."   • In 2004 Ian Hickson attended the W3C workgroup on XHTML and CDF. He notes the fact that, as Steven Pemberton pointed out, six year ago (1998), the W3C decided that HTML was dead, and the way forward was a host of new languages (what is now XHTML2, XForms, MathML, SVG) that would lead the world's population to a clean new world. Then he has this to say: ".... The truth is that the real Web, the Web that authors write for, is the Windows IE6 Web. The only way to change that is to reduce the IE6 market share, and new technologies don't do this. Marketing does. Once users are primarily using a browser that is being regularly updated, then we can start introducing radically new technologies. Until then, such technologies simply aren't going to become popular. There were a lot of rather confused statements during the meeting. For example, it is clear that a lot of people think that the browser is dead and that the way forward is transparent "runtimes" that execute remote applications securely. But then these same people demand to know why Mozilla, Opera and Safari don't support XForms and SVG, saying that their lack of support is crippling their standards' adoption. Surely if the browser paradigm is dead, it doesn't matter what we implement? What I think most of the people at the meeting actually want is a standard that combines XHTML, XForms, SVG, and SMIL (and CSS, DOM, and ECMAScript, although they rarely if ever actually mention those by name), and then adds enough APIs to make the host into a platform in its own right. ..."

    • The Obama administration today said it would reverse rules made during the Bush administration that made it difficult to stop anticompetitive business behavior.
    • Over the past couple weeks, antitrust regulators have launched reviews of online giant Google. The DOJ is investigating a settlement Google made with book publishers and authors. And the FTC is reviewing the board ties between Google and Apple, which some antitrust experts argue are competitors.

    • Google, the industry’s newest giant, is also coming under closer scrutiny. On April 29th it emerged that America’s Justice Department is examining whether Google’s settlement with authors and publishers over its book-search service violates antitrust laws; and on May 5th the Federal Trade Commission (FTC) launched a probe to see whether Google’s sharing of two board members with Apple reduces competition between the two firms.
    • Similarly, antitrust lobbying is part of a broader “platform war” for IBM, which hopes thereby to keep Microsoft at bay. Among other things, IBM is a sponsor of the European Committee for Interoperable Systems (ECIS), which has many of Microsoft’s other competitors as its members and is one of the prime movers behind the new browser case. It started in late 2007 with a complaint by Opera, a Norwegian browser-maker and ECIS member.

      Not to be outdone, Microsoft has entered the antitrust game, too. It recently made an investment in T3, a small vendor of mainframe-like computers, which in January lodged a complaint with the European Commission, alleging that IBM kept it from competing by refusing to license mainframe software to T3’s customers. Microsoft has also lobbied American antitrust regulators to tackle Google, encouraging them to look into an online-advertising deal between the search giant and its rival, Yahoo!, which was eventually abandoned.

    • IBM, for its part, would appear to have little to fear. It is hard to argue, with so many different computer systems around, that mainframes still constitute a separate market—a necessary condition if IBM’s behaviour is to be judged anticompetitive.

In particular, he sites Shah, Rajiv C. and Kesan, Jay P., Lost in Translation: Interoperability Issues for Open Standards - ODF and OOXML as Examples (September 2008), Link to paper on SSRN (compatibility fidelity comparisons of ODF implementations testing only a very small set of word processing features). "...Switching documents, I go through similar travails with the published ODF 1.1 specification, using both the PDF and ODT versions. Bottom line: I can't get either document into WordPerfect X3 or X4 using any rich text format. So I convert the document to plain text using Symphony and get my work done. That is the real state of ODF interoperability. There is no such thing. But that does not stop the vested interests from claiming that there is. E.g.:"

  • From Notes2Self 2006 post we discover once again that ODF Interop problems are not new. Back in early February 2005, the legendary developer James Clark made a comment to the OASIS OpenDocument technical Committee about the lack of interoperability for spreadsheet documents:

    ".... I really hope I'm missing something, because, frankly, I'm speechless.  You cannot be serious. You have virtually zero interoperability for spreadsheet documents. OpenDocument has the potential to be extraodinarily valuable and important standard. I urge you not to throw away a huge part of that potential by leaving such a gaping hole in your specification...". Claus Agerskov further commented that this provided a means of creating lock-in (my emphasis)

    "OpenDocument doesn't specify the formulars used in spreadsheets so every spreadsheet vendor can implement formulars in their own way without being an open standard. This way a vendor can create lock-in to their spreadsheets"

Future of the Web 04/30/2009

  • Good article from Aaron Ricadela. The focus is on Java, Sun's hardware-Server business, and Oracle's business objectives. No mention of OpenOffice or ODf though. There is however an interesting quote from IBM regarding the battle between Java and Microsoft .NET. Also, no mention of a OpenOffice-Java Foundation that would truly open source these technologies.

    When we were involved with the Massachusetts Pilot Study and ODF Plug-in proposals, IBM and Oracle lead the effort to open source the da Vinci plug-in. They put together a group of vendors known as "the benefactors", with the objective of completing work on da Vinci while forming a patent pool - open source foundation for all OpenOffice and da Vinci source. This idea was based on the Eclipse model.

    One of the more interesting ideas coming out of the IBM-Oracle led "benefactors", was the idea of breaking OpenOffice into components that could then be re-purposed by the Eclipse community of developers. The da Vinci plug-in was to be the integration bridge between Eclipse and the Microsoft Office productivity environment. Very cool. And no doubt IBM and Oracle were in synch on this in 2006. The problem was that they couldn't convince Sun to go along with the plan.

    Sun of course owned both Java and OpenOffice, and thought they could build a better ODF plug-in for OpenOffice (and own that too). A year later, Sun actually did produce an ODF plug-in for MSOffice. It was sent to Massachusetts on July 3rd, 2007, and tested against the same set of 150 critical documents da Vinci had to successfully convert without breaking. The next day, July 4th, Massachusetts announced their decision that they would approve the use of both ODF and OOXML! The much hoped for exclusive ODF requirement failed in Massachusetts exactly because Sun insisted on their way or the highway.

    Let's hope Oracle can right the ship and get OpenOffice-ODF-Java back on track.

  • I wonder how i missed this? Incredibly, i have my own biographer and i didn't know it! The date line is September, 2008, I had turned off all my ODF-OOXML-OASIS searches and blog feeds back in October of 2007 when we moved the da Vinci plug-in to HTML+ using the W3C CDF model. Is it appropriate to send flowers to your secret biographer? Maybe i'll find some time and update his work. The gap between October 2007 and April of 2009 is filled with adventure and wonder. And WebKit!

    "....One of the more interesting characters in the recent standards battles has been Gary Edwards: he was a member of the original ODF TC in 2002 which oversaw the creation of ODF 1.0 in 2005, but gradually became more concerned about large vendor dominance of the ODF TC frustrating what he saw as critical improvements in the area of interoperability. This compromised the ability of ODF to act as a universal format."

  • Sun takes on the problem of interoperability and portability of applications in a world where there will be many many clouds. At the roll out of the Sun Cloud, key executives explain Sun's implementation of Open Cloud API's and what they see as a pressing need for management tools that will allow some standardization across clouds.

    Sun's Open Cloud API plan is a clean reuse of existing Open Web API's.

The underpinning of the Open Cloud Platform that Sun will be pitching to developers is a set of cloud APIs, the creation of which is focused under Project Kenai and which has been released under a Community Commons open source license. Sun wants lots of feedback on the APIs and wants these APIs to become a standard too, hence the open license. These APIs describes how virtual elements in a cloud are created, started, stopped, and hibernated using HTTP commands such as GET, PUT, and POST...."

  • CMSWire has a brief explanation of RDFa and why it's important. RDFa is also finding it's way into the Drupal CMS, which could be a game changer. Timothy Berners-Lee vision of a "Semantic Web" where the meaning of content is understood by both humans and machines depends on the emergence of capable information systems that make it transparently easy to add semantic markup. I'm not surprised that Drupal is jumping with both feet.

In the march toward creating the semantic web, web content management systems such as Drupal (news, site) and many proprietary vendors struggle with the goal of emitting structured information that other sites and tools can usefully consume. There's a balance to be struck between human and machine utility, not to mention simplicity of instrumentation.

    With RDFa (see W3C proposal),  software and web developers have the specification they need to know how to structure data in order to lend meaning both to machines and to humans, all in a single file. And from what we've seen recently, the Drupal community is making the best of it.

  • Acknowledgment from a Microsoft software architect that Microsoft's Azure cloud service is running atop "hundreds/thousands" of Windows Server 2008 and Hyper V instances, in other words, that Windows does not scale into the cloud. But no mention that Windows Server runs atop Solaris in the Microsoft data centers, although that was the point of the 2004 Technology Sharing Agreement with Sun.

    • Windows Azure, previously known as “Red Dog”, is a cloud services operating system that serves as the development, service hosting and service management  environment for the Azure Services Platform. Windows Azure provides developers with on-demand compute and storage to host, scale, and manage Internet or cloud applications.
    • Keep in mind that Windows Azure is really a 'cloud layer' over many Windows Servers (hundreds/thousands) situated in Microsoft's data centers, and those servers are really internally running Windows Server 2008 and HyperV. So, Windows Azure is not a new real/classic operating system. It is "Windows in the cloud".

Future of the Web 03/20/2009

  • Apple has posted an interesting page describing Safari technologies. Innovations and support for existing standards as well as the ACID3 test are covered.

    Many people think that the Apple WebKit-Safari-iPhone innovations are pushing Open Web Standards beyond beyond the limits of "Open", and deep into the verboten realm of vendor specific extensions. Others, myself included, believe that the WebKit community has to do this if Open Web technologies are to be anyway competitive with Microsoft's RiA (XAML-Silverlight-WPF).

    Adobe RiA (AiR-Flex-Flash) is also an alternative to WebKit and Microsoft RiA; kind of half Open Web, half proprietary though. Adobe Flash is of course proprietary. While Adobe AiR implements the WebKit layout engine and visual document model. I suspect that as Adobe RiA loses ground to Microsoft Silverlight, they will open up Flash. But that's not something the Open Web can afford to wait for.

    In many ways, WebKit is at the cutting edge of Ajax Open Web technologies. The problems of Ajax not scaling well are being solved as shared JavaScript libraries continue to amaze, and the JavaScript engines roar with horsepower. Innovations in WebKit, even the vendor-device specific ones, are being picked up by the JS Libraries, Firefox, and the other Open Web browsers.

    At the end of the day though, it is the balance between the ACiD3 test on one side and the incredible market surge of WebKit smartphones, countertops, and netbook devices at the edge of the Web that seem to hold things together.

    The surge at the edge is washing back over the greater Web, as cross-browser frustrated Web designers and developers roll out the iPhone welcome. Let's hope the ACiD3 test holds. So far it's proving to be a far more important consideration for maintaining Open Web interop, without sacrificing innovation, than anything going on at the stalled W3C. "..... Safari continues to lead the way, implementing the latest innovative web standards and enabling next-generation Internet experiences. With support for HTML 5 media tags, CSS animation, and CSS effects, web designers can create rich, interactive web applications using natively supported web standards. A standards-compliant browser, Safari renders current and future web applications as they were meant to be seen...."

  • Fyrdility asks the question; when it comes to the future of the Open Web, is Apple worse than Microsoft? He laments the fact that Apple pushes forward with innovations that have yet to be discussed by the great Web community. Yes, they faithfully submit these extensions and innovations back to the W3C as open standards proposals, but there is no waiting around for discussion or judgement. Apple is on a mission.

    IMHO, what Apple and the WebKit community do is not that much different from the way GPL based open source communities work, except that Apple works without the GPL guarantee. The WebKit innovations and extensions are similar to GPL forks in the shared source code; done in the open, contributed back to the community, with the community responsible for interoperability going forward.

    There are good forks and there are not so good forks. But it's not always a technology-engineering discussion that drives interop. sometimes it's marketshare and user uptake that carry the day. And indeed, this is very much the case with Apple and the WebKit community. The edge of the Web belongs to WebKit and the iPhone. The "forks" to the Open Web source code are going to weigh heavy on concerns for interop with the greater Web.

    One thing Fyrdility fails to recognize is the importance of the ACiD3 test to future interop. Discussion is important, but nothing beats the leveling effect of broadly measuring innovation for interop - and doing so without crippling innovation.

  • CIO Magazine has an extensive interview with Craig Mundie, the man responsible for nailing down the next generation of monopolist profits: "You talk about technology waves. What will be the next big wave? What happens in waves is the shift from one generation of computing platform to the next. That platform gets established by a small number of killer apps. We've been through a number of these major platform shifts, from the mainframe to the minicomputer to the personal computer to adding the Internet as an adjunct platform. We're now trending to the next big platform, which I call "the client plus the cloud."

    That's one thing, not two things. Today, we've got a broadening out of what people call the client. My 16 years here was in large measure about that. And then we introduced the network. The Internet was a place where you had Web content and Web publishing, but other than being delivered on some of those clients, the two things were somewhat divorced.

    The next thing that will emerge is an architecture that allows the application developer to think of the cloud plus the client architecturally as a single thing. In a sense, it is like client/sever computing in the enterprise. It was the homogeneity that existed between some of the facilities at the server and the client end that allowed people to build those applications. We've never had that kind of architectural homogeneity in this cloud-plus-client or Internet-plus-smart-devices world, and I'm predicting that will be the next big thing.

  • The NeuroCommons project seeks to make all scientific research materials - research articles, annotations, data, physical materials - as available and as useable as they can be. This is done by fostering practices that render information in a form that promotes uniform access by computational agents - sometimes called "interoperability". Semantic Web practices based on RDF will enable knowledge sources to combine meaningfully, semantically precise queries that span multiple information sources.

    Working with the Creative Commons group that sponsors "Neurocommons", Microsoft has developed and released an open source "ontology" add-on for Microsoft Word. The add-on makes use of MSOffice XML panel, Open XML formats, and proprietary "Smart Tags". Microsoft is also making the source code for both the Ontology Add-in for Office Word 2007 and the Creative Commons Add-in for Office Word 2007 tool available under the Open Source Initiative (OSI)-approved Microsoft Public License (Ms-PL) at http://ucsdbiolit.codeplex.com and http://ccaddin2007.codeplex.com,respectively.

    No doubt it will take some digging to figure out what is going on here. Microsoft WPF technologies include Smart Tags and LINQ. The Creative Commons "Neurocommons" ontology work is based on W3C RDF and SPARQL. How these opposing technologies interoperate with legacy MSOffice 2003 and 2007 desktops is an interesting question. One that may hold the answer to the larger problem of re-purposing MSOffice for the Open Web?

    We know Microsoft is re-purposing MSOffice for the MS Web. Perhaps this work with Creative Commons will help to open up the Microsoft desktop productivity environment to the Open Web? One can always hope :)

Future of the Web 03/14/2009

  • ptsefton continues his rant that OpenOffice does not support the Open Web. He's been on this rant for so long, i'm wondering if he really thinks there's a chance the lords of ODF and the OpenOffice source code are listening? In this post he describes how useless it is to submit his findings and frustrations with OOo in a bug report. Pretty funny stuff even if you do end up joining the Michael Meeks trek along this trail of tears. Maybe there's another way?

    What would happen if pt moved from targeting the not so open OpenOffice, to target governments and enterprises trying to set future information system requirements?

    NY State is next up on this endless list. Most likely they will follow the lessons of exhaustive pilot studies conducted by Massachusetts, California, Belgium, Denmark and England, and end up mandating the use of both open standard "XML" formats, ODF and OOXML.

    The pilots concluded that there was a need for both XML formats; depending on the needs of different departments and workgroups. The pilot studies scream out a general rule of thumb; if your department has day-to-day business processes bound to MSOffice workgroups, then it makes sense to use MSOffice OOXML going forward. If there is no legacy MSOffice bound workgroup or workflow, it makes sense to move to OpenOffice ODF.

    One thing the pilots make clear is that it is prohibitively costly and disruptive to try to replace MSOffice bound workgroups.

    What NY State might consider is that the Web is going to be an important part of their informations systems future. What a surprise. Every pilot recognized and indeed, emphasized this fact. Yet, they fell short of the obvious conclusion; mandating that desktop applications provide native support for Open Web formats, protocols and interfaces!

    What's wrong with insisting that desktop applciations and office suites support the rapidly advancing HTML+ technologies as well as the application specific XML formats? HTML+ after all is the most interoperable format set the world has ever seen, with over 60 billion documents public, and an estimated 30 billion behind the firewall.

    And what government/enterprise isn't also concerned about the revolution happening at the edge of the Web? Where the iPhone is leading a tsunami wave of advanced HTML+ visual documents based on the WebKit document model, but rapidly spreading to all Open Web browsers.\n\nHTML+ is here.

    Even though the HTML+ set of technologies (HTML5, CSS4, SVG/Canvas, JavaScript, JS Libraries, DOM2) looks too complicated and sprawling to hold up to Open Web expectations of global interoperability, the interop is nevertheless surprisingly there. Thanks to the invaluable ACID3 test, developers and Open Web users have the measurement tools needed to guarantee an extraordinary level of interop. Even as the visual document model pushes the envelope in unforeseen, but innovative ways. Peter Sefton's ICE Project attempts to re-purpose both MSOffice and OpenOffice to produce HTML. It's a great project, but with one glaring fault; no support for CSS! ICE instead invents it's own extensions to HTML styles.

    This is a huge mistake i think, but there may be good reasons for this fork from the future of the Open Web. ICE is designed to work inside applications that have uniquely specific layout engines with very different rendering methods.

    The reason why both OpenOffice and MSOffice use XML is that the XML language was designed to be a language for writing application and data domain specific languages. HTML-CSS however is an application independent language designed for Open Web interoperability. Big difference, and quite the challenge for either OpenOffice or MSOffice to accommodate. IMHO, the internal layout engines would have to be "fixed" for either application to produce HTML+; especially native (read/write in-process) HTML+. Perhaps ICE is trying to navigate that layout differential by coming up application compatible "styles"?

    No matter. At the end of the day, the world is going to want Open Web HTML+. And, given the revolution that is happening at the edge of the Web with iPhone and the rapidly advancing WebKit document model, it's logical to assume that governments and enterprises will want their documents to be both collaborative and edge of the Web ready - without breaking existing workflows and business processes.

    Say hello to HTML5, CSS4, SVG/Canvas, JavaScript4, DOM2 and the many interop friendly JavaScript libraries. This is the future of the Open Web. And yes, everyone wants their documents and applications Open Web ready.

  • InfoWorld's Tom Yager makes the case for the WebKit visual document model over AJAX. The problem with AJAX as he sees it is that it's JavaScript heavy. And that breaks precious Web interoperability. He makes the point that if something can be done in CSS, it should. He also argues that WebKit is the best tool because the document model is that of advanced HTML5 and CSS3.

    "... These [WebKit] browsers also share a stellar accelerated JavaScript interpreter that makes the edit/run/debug cycle go faster. They are also the only browsers that deliver on CSS4 and HTML5 standards (with some elements that are proposed to the W3C standards body). Sites that are visually rich may start sprouting "best viewed with Safari" banners until other browsers catch up. The banner would also let users know that your site is optimized for iPhone....."

    Humm. Did you catch that? CSS4!!! I guess he's referring to the WebKit penchant for putting advanced graphical transitions and animations into CSS instead of relying on a device specific or OS specific API.

    Placing the visual interface instructions in the documents presentation layer (CSS4) is a revolutionary idea. The WebKit model will go a long way towards creating a global interoperability layer that rides above lower device, OS, browser and application specifics. So yes, by all means let's go with CSS4 :)

    • You’re still waiting for me to explain what I meant when I referred to JavaScript as a last resort. I hinted at it in the preceding paragraph. Not the part on JavaScript debugging, but my reference to CSS and HTML. These do a lot more than paint screens. They are a browser's client-side framework. Everything they do is handled as native code. In other words, they're fast. CSS3 and HTML5 are too inconsistently implemented (if at all) across browsers to design to unless you're specifically targeting Safari, iPhone, or other WebKit-based browsers.
      • Tom makes the point that the use of AJAX JavaScript breaks Web interoperability. He further points out that HTML is a static layout language, where CSS is dynamic and adaptive. (Use HTML5/DOM for document structure, and CSS4 for presentation - layout, formatting and visual interface).

        It is the consistency of the WebKit document model across all WebKit browsers that makes for an interoperable Open Web future. I would not however discount the importance of Firefox and Opera embracing the WebKit document model (HTML5, CSS4, SVG/Canvas, JavaScript, DOM2). That's our guarantee that the future of the Open Web will actually be open.

        Tom goes on to suggest that instead of "AJAX", developers would be better off thinking in terms of "ACHJAX": Asynchronous CSS4 - HTML5 - JavaScript and XML ..... with the focus on getting as much done in CSS4 as possible. - By Gary Edwards

    ".....Yes, that’s right a bulging docked menu, with no javascript. Just so you remember, there no javascript in the demo. Check out the Javascript free OSX Dock Menu Demo.

    This demo actually proves an important point Tom Yager made earlier about Ajax; Will JavaScript inconsistencies break the Web?

    Taking AJAX literally makes lousy Web apps: "As little as possible should be the rule for JavaScript, which must play a supporting role to CSS and HTML". Tom concludes that it's best to follow the WebKit model, putting everything possible into first CSS4, then HTML5, and then JavaScript. I would argue that the proliferation of JavaScript libraries is a good hedge against the non interoperable future Yager warns of. But hey, why stop the guy when he's on a roll. CSS4! I guess the webkit-transforms have been officially christened. Thanks Tom.

  • Coursey challenges the assertions put forward by Stephen Vaughn-Nichols that Google's Android will appear as a netbook OS before the year is out. Stephen also contends that soon enough, an Android Desktop will appear, and this will truly challenge Microsoft's monopolist grip. Coursey disputes that also, pointing out the need for file format compatibility and cloud synchronization before this can happen. Obviously, he does not see Microsoft easing their iron grip over the MSOffice productivity environment anytime soon. Stephen counters with the SAMBA story, claiming that the EU will continue to force integration and interop concessions from Microsoft. My take is that both commentators are missign the revolution that is taking place at the edge of the Web ::: the WebKit dancing document/application revolution that includes both iPhone and Android. The WebKit document/app model is washing back over the greater Web, with Web designers and masters upgrading their Web pages to reach the revolution at the edge. This is the big change Coursey is so unaware of.

Android and the Big Bang at the Edge of the Web

Linux proponent Stephen Vaughn-Nichols is having an argument with long time Microsoft shill and Windows defender David Coursey about Google Android. Of all things. Stephen argues that the Linux based Android OS is going to make that magical transiton from smartphone to netbook to desktop OS. And do so with stunning rapidity. David Coursey counters that Android can't touch Windows without first figuring out how to perfect file format compatibility, interop with Windows applications and services, and integration into Windows business networks.

Coursey makes an excellent point. No doubt Microsoft knows the competitive value of the impossible barriers they have erected, and the shills have their talking points down to a T.

I agree with Stephen that there will be Android OS netbooks, laptops and desktops. I wonder though whether or not we will see Google OEM products? My thinking is that Google will pursue a course similar to what they did with Android smartphones: build an independent OEM manufacturing base around the open source Android OS, and compliment that manufacturing and distribution channel with a webkit/chromium developer network.

This of course is the "Intel Inside" approach to building a platform for the long run. A Google device would discourage independent OEM's.

But perhaps this is hairsplitting. Where it counts, you are right. Coursey is wrong. He does however make a good point when he says:

"Give most people a netbook that is compatible with the file formats they use, whether for work or entertainment apps, and they will be happy. Especially if the price is right. ....."

"As for desktops, however, all of the reasons that Android could be a fine netbook OS, basically the lack of a requirement to run Windows applications or participate in Windows business networks, makes it an unlikely choice for a desktop OS. ..."

"Windows is and will remain King of the Desktop until something really dramatic happens. That's not Android."

He's right about file format compatibility and the difficult barriers competing applications and services must overcome to integrate and interoperate with MSOffice productivity environment bound "documents and embedded business processes". For Google, Cisco and SalesForce.com to get inside the workflows of MSOffice workgroups, with a level of interop competitive to MOSS, the EU is going to have to do a lot more than forcing the Windows network and the MOSS collaboration protocols into the light of day.

That said, i do think the big bang has happened. But it's not Android. It's WebKit, and the incredible revolution that is taking place at the edge of the Web.

I'm surprised Coursey has not yet recognized this. The WebKit layout engine and document/application model rolled across the edge of the Web with iPhone-tsunami force, and is now spashing back into the greater Web as other Open Web browsers adapt, and Web designers race to upgrade their pages to be iPhone ready.

Just for yuks, the next time you find yourself at Google Docs, check out the HTML+ source code. And say hello to the emerging WebKit document model. Still in it's infancy, yes. But nevertheless, making it's stand for the future of the Open Web.

IMHO, Microsoft has lost their bid to dumb down the Open Web using the dominant marketshare of a 1998 browser. They have lost the battle for the Web's document model because of this WebKit surge coming from the edge of the Web. This will in turn threaten Microsoft's bid to establish a proprietary Web of rich documents and applications based on WPF technologies like XAML and Silverlight.

Android is coming. And with it comes the real big bang- the next generation WebKit document/application model.

Future of the Web 03/05/2009

  • Here we sit at the dawn of "The Age of Visual Computing" and Intel makes a deal with their arch enemy, low cost-high volume SOC producer TSMC. Peter Glaskowsky argues that the Intel-TSMC alliance announced earlier this week is a good thing for both companies, but not for the reasons stated by Intel. Peter discusses Intel's problem of competing with low margin manufactures like TSCM. He walks through the challenges and options Intel has, describing why this is a killer deal for both Intel and TSMC. The losers however are Nvidia, ViA and ARM. Great discussion! Looks to me like Intel is very concerned about Nvidia and the ION-Atom motherboard. So much so that they are willing to risk a massive anti-trust action. There are a number of articles and comments at the diigo "Future of the Web" group discussing Nvidia's Jen-Hsun Huang, the ION-Atom motherboard, and Jen's "Age of Visual Computing" vision. His views on legacy x86 CPU processing power and why we need a combined GPU-CPU architecture are fascinating. Soon enough, i expect to see a netbook running the Google Android OS on a ION-Atom or ION-ViA motherboard. What a day that's going to be.

  • I posted a digg on Peter Glaskowsky's CNET article discussing the Intel - TSMC deal. In 1995, i somehow managed to get between Intel and TSMC regarding funding for Virtual Realty, a video conferencing based loan origination / real estate transaction processing company that used Intel ProShare. TSMC wanted to invest a ton of money in VRi, with the idea of providing a full graphical listing, brokerage and transaction service for all of Asia. Intel needed a business model proving the value of ProShare, and capable of putting down the basics of a wide bandwidth video conferencing communications-data network they could grow into a platform.

    At first this seemed to me like a win-win for everyone. Then i found out how seriously pissed Intel was about TSMC's deal with ViA and the resulting "WinBook". Although this is not the time or place to tell the story, i was truly stunned and shocked when i saw the Intel-TSMC deal announcement. Wow!

    My response to Peter focuses on his comments about how this deal will impact Nvidia. And then, how the Nvidia vision of an ION-Atom motherboard impacts WebKit and the future of the Open Web.

  • NVIDIA today introduced a new platform, based on the NVIDIA Tegra 600 Series computer-on-a-chip that enables a $99, always-on, always-connected HD mobile internet device (MID) that can go days between battery charges.

    Tegra integrates an ARM processor with GeForce graphics. The goal is to bring PC-like graphics to small devices like an Android phone. It’s not an end-user product yet. NVIDIA says its platform will enable OEMs to quickly build and bring to market devices that carriers can offer for as low as $99 and deliver mobile HD content.

    Looks like Nvidia is not going to wait around for Intel. They are pushing forward into a wireless "always on" world of visual computing. This article discusses the ViA-Nvidia ION effort as well as the ION Android. I'm wondering when mulit-media Linux vendor "Archos" will announce a deal with Nvidia ION? Archos has announced a Android tablet, but it's based on the ARM processor.

  • Reverse engineering the MS Office SharePoint Protocol: CMSwire has a good review of Alfresco's latest feature, the repurposing of MSOffice as an editing and collaboration front end for the Alfresco Open Web Content Management System.
    Microsoft ha sof course been very busy re-purposing MSOffice as a front end editor - shared collaboration space for their own MOSS WebStack - CMS. Thanks to the EU, Microsoft was forced to publicly disclose integration and interop methods used to wire together MOSS. Alfresco seized the disclosure to create their own re-purposing.
    IMHO, this is exactly how the Microsoft monopoly needs to be cracked. Instead of replacing MSOffice at great cost and disruption to business users, tap into the same re-purposing methods Microsoft uses as they try to shift that monopoly center from the desktop to a proprietary MS Web.
    "... The Office SharePoint Protocol is one of the big achievements that Alfresco has come out with to sell Alfresco Share as a true viable alternative to SharePoint in the enterprise....
    "... Microsoft Office is still the most widely used productivity suite in organizations today. That's a huge reason why SharePoint has been so successful — Microsoft created a protocol to enable Office to interact directly with SharePoint. This means you don't have to leave the discomfort of our Office application to create, edit and manage documents and calendar events in SharePoint." For Alfresco, the break came when Microsoft released a number of technical specifications to the public (including the spec for SharePoint 2007) in the name of interoperability. Alfresco used this information to implement the Office and SharePoint protocols as a compatible server — thus the same functionality users get working between Office and SharePoint, they can now also get natively with Office and Alfresco.

  • O'Reilly argues that in-spite of incredible market success, the Amazon Kindle will fail because the document format is not Open. He even argues that Apple, with the iPod and iPhone, have figured out how to blend Open Web formats and application development with proprietary hardware initiatives.... "The Amazon Kindle has sparked huge media interest in e-books and has seemingly jump-started the market. Its instant wireless access to hundreds of thousands of e-books and seamless one-click purchasing process would seem to give it an enormous edge over other dedicated e-book platforms. Yet I have a bold prediction: Unless Amazon embraces open e-book standards like epub, which allow readers to read books on a variety of devices, the Kindle will be gone within two or three years."
